The Texas/DeLay Redistricting Decision

On June 29, 2006, the American Constitution Society, one of the nation's largest progressive legal organizations, held its annual Supreme Court review at the National Press Club. The forum was breifly interrupted when attorney Tom Goldstein announced the Supreme Court had ruled against the Bush administration on the use of military tribunals for those held at the U.S. prison camp at Guantanamo Bay, Cuba. Paul Smith, an attorney who has argued a number of cases before the Supreme Court, discussed the Court's recent decision to allow Tom DeLay's mid-term redistricting in Texas that was done to elect more Republicans to stand.

Redistricting Phoenix Schools Destroys Local Control

The content of this video is an attempt to get a message out to the voters of Phoenix to vote "no" to the bill on the ballot regarding redistricting Phoenix districts. There are many reasons to oppose this bill, which is given in the video, but I will briefly describe why voters should not vote "yes" on this bill. * The proposal was put together too quickly. * There is no information as to how they are going to finance the new changes. For example, how are they going to afford aligned curriculum for the 116,000 kids in this one massive district. * Maintenance and transportation services will be the first people to negatively impacted if voters help pass this bill. * Special programs will be negatively affected and possibly be closed based on location within the district and lack of funding. * How will this impact students in the future? * With No Child Left Behind, how will this affect schools that are already failing and will this impact the district as a whole because of the literature found in No Child Left Behind? * Will there be school closures? * Whole communities/neighborhoods will lose local control because there will no longer be a board for each district due to the restructuring into one massive district. Rather there will be 5 people covering the overly-populated 116,000 student district, which translates into lessened communication between the community and the members of the board. * What will happen with the property tax distribution in relation to schools who tax themselves more so their kids have more resources? * All of the teacher associations and administrators oppose this redistricting plan. * There is no research supporting their claims that unified districts serve students better than non-unified districts.

The issue has sparked debate throughout the county and has revived the issue of moving to district voting. Currently the county has "at-large" voting which allows all citizens to vote for all five County Commissioners.
