A vast majority of these homicides were committed with handguns in lower income, predominantly black sections of the city. Many of the victims have been children and youth under the age of 24. Back in the fall of 2006, as the State Legislature debated a series of measures to regulate firearms in state and in Philadelphia, community groups got together to stage a massive rally on the steps of the State Capitol. We followed a group of students from the Parkway Northwest High School for Peace and Social Justice who were inspired to participate in the rally by the memory of a fallen classmate. In Part 1, we watch as they prepare for the rally and plan out the message that they want to deliver to lawmakers in the state's capital.
