In this video, Commissioner CW Smith brilliantly outlines his opposition to placing an Income Tax proposal before the voters of Jackson County, Oregon: He's worried it will pass, he's worried it will fail, he's worried that there's not enough time to implement and he's worried there's too much time before collection. (Apparently, that is not time that can be used for implementing details to execute a tax.) He points out that a 1% Income Tax is actually a 10% increase over existing state income tax, so he voted to place a 25% increase of the property tax before the voters. Most revealing, however, is that Smith is ignorant that government can borrow against future revenue streams. How do those buildings get built, CWya?

Timber or Bust
For the second time, Jack Walker publicly rejects a community-driven effort to have a local income tax placed before the voters to replace lost timber revenues. After doing nothing during the seven-year bridge of federal funding extended by Congress, Walker is now asking the Congressional delegation for another 5 to 6 years to bridge his remaining time in office while simultaneously chastising the community for doing nothing to re-energize the timber industry that bottomed out in the 1980's. Walker has been at the public trough since 1994 with his hand out to the federal government for county programs so he can say he's tough on taxes at home. Given that Walker has collected over $600,000 in salary and benefits since taking office and more than half of that since Congress gave Oregon a date for a final payment, the more salient question might be: Why has Jack Walker --who is PAID to fix this problem-- done nothing?
