![]() | Urban Property Rights in Peru - pt. 1 of 2 Since the 1940s rural-to-urban migration has radically altered the structure of Peruvian cities. Migrants from rural areas were largely excluded by the established legal system from access to land and housing. They responded by establishing informal settlements that by 1995 represented more than 1.5 million informal urban properties located in the eight largest urban centers. The Peru Urban Property Rights Project was designed to set up a system for assuring formal and sustainable rights to real property in selected, predominantly poor, settlements in large urban areas. More than 1.2 million properties were registered and about 920,000 property titles were issued, primarily to the poor residents of urban and semi-urban areas. The project benefited more than 4.6 million Peruvians, mobilized about $400 million in formal credit to marginal communities, and increased the value of formalized property by about US$523 million. |

![]() | Tijolos Ecológicos - Ação Moradia Oswaldo Setti uses eco-friendly methods to build safe and environmentally -sound homes for the poor in the outskirts of Uberlândia, in the Brazilian state of Minas Gerais. Since 1991, the rural-urban migration in Brazil has outpaced the rate of housing development in major cities, resulting in a 22% increase in the number of favellas (slums). The lack of a proper home has a strongly negative effect on a family's morale and sense of dignity. The poor living conditions often become a factor which tears apart the delicate bond holding a family together in times of hardship. Oswaldo created Ação Moradia (Action Housing), an NGO that engages engineers and other professionals to develop the technological means to build safe and environmentally sound homes for the poor in Uberlândia. The project uses a simple manual-mold and time-dry process that eliminates the need for ovens, wood burning, and oil. Families residing in the outskirts of Uberlândia use the ecological bricks to build low-cost homes, taking a whole 25% off the final cost of a house. To date, Ação Moradia has assisted more than 500 families in Uberlândia. O Projeto de Tijolos Ecológicos e Casa com Dignidade iniciou-se em 2004, a partir da constatação das dificuldades relacionadas à moradia nos bairros atendidos pela entidade. A maioria das famílias habitava em barracos ou em construções precárias. Assim, iniciou-se o processo de investimento e aprendizagem da fabricação de tijolos ecológicos (não são queimados, mas somente prensados em máquinas próprias para tal procedimento), a partir de parcerias com a ONG Moradia e Cidadania. Assim, o Projeto "Tijolos Ecológicos e Casa com Dignidade" iniciou em 2004, através de doações, suas atividades de construção de casas para as famílias carentes, e permanece até hoje com este objetivo. As famílias que se interessam pela participação no projeto se inscrevem e passam por um processo de seleção. Ao ser selecionada, ela inicia o processo de fabricação dos tijolos, com auxílio de material, maquinário e acompanhamento de técnicos. Assim, a família se reveza entre seus membros para completar a fabricação destes tijolos, de forma que se a família não comparecer, a produção cessa. Após a fabricação dos tijolos, inicia-se o processo de construção da casa, em regime de mutirão, mas também auxiliado por técnicos e com todo o suporte de materiais. Para o pagamento destes materiais (portas, janelas, madeiras, telhas, pias, torneiras, canos, fios, cimento, etc), a família presta algum serviço voluntário no Centro de Formação da Família, em qualquer setor (cozinha, limpeza, horta ou Formação Infantil). Neste sentido, a construção da casa se dá de acordo com o ritmo da família, de maneira que algumas das casas são construídas rapidamente, e outras se perpetuam no tempo. Em maio de 2005 fomos contemplados com o um novo programa, que passou a fazer parte do Projeto "Tijolos Ecológicos e Casa Com Dignidade": o programa "Imóvel na Planta". Este programa ocorreu e ainda ocorre através da parceria com o Ministério das Cidades, com a Central de Movimentos Populares, com a Caixa Econômica Federal e com a Prefeitura Municipal de Uberlândia. A partir da liberação da verba pela Caixa Econômica Federal, 50 famílias de qualquer região da cidade teriam acesso a uma forma de financiamento especial para a aquisição da casa própria. Assim, a Prefeitura Municipal de Uberlândia doou os terrenos em outro setor da cidade, e a Ação Moradia selecionou, preparou e organizou seus cadastros para envio à Caixa Econômica Federal. |
