Army deploys combat unit in US for possible civil unrest For the first time ever, the US military is deploying an active duty regular Army combat unit for full-time use inside the United States to deal with emergencies, including potential civil unrest. Beginning 1 October, the First Brigade Combat Team of the Third Division will be placed under the command of US Army North, the Armys component of the Pentagons Northern Command (NorthCom), which was created in the wake of the September 11, 2001 terrorist attacks with the stated mission of defending the US homeland and aiding federal, state and local authorities. The unit—known as the Raiders—is among the Armys most blooded. An article that appeared earlier this month in the Army Times (Brigade homeland tours start Oct. 1), a publication that is widely read within the military, paints a very ominous picture. They may be called upon to help with civil unrest and crowd control, the paper reports. It quotes the units commander, Col. Robert Cloutier, as saying that the 1st BCTs soldiers are being trained in the use of the first ever nonlethal package the Army has fielded. The weapons, the paper reported, are designed to subdue unruly or dangerous individuals without killing them. The colonels remark suggests that, in preparation for their homefront duties, rank-and-file troops are also being routinely Tasered. The brutalising effect and intent of such a macabre training exercise is to inure troops against sympathy for the pain and suffering they may be called upon to inflict on the civilian population using these same non-lethal weapons. Col. Lou Volger, NorthComs chief of future operations, tried to downplay any enforcement role, but acknowledged the obvious, that the Brigade Combat Team is a military force, while attempting to dismiss the likelihood that it would play any military role. It has forces for security, he said, but thats really—they call them security forces, but thats really just to establish our own footprint and make sure that we can operate and run our own bases. Lt. Col. James Shores, another NorthCom officer, chimed in, Lets say even if there was a scenario that developed into a branch of a civil disturbance—even at that point it would take a presidential directive to even get it close to anything that youre suggesting. Whatever is required to trigger such an intervention, clearly Col. Cloutier and his troops are preparing for it with their hands-on training in the use of non-lethal means of repression. The extreme sensitivity of the military brass on this issue notwithstanding, the reality is that the intervention of the military in domestic affairs has grown sharply over the last period under conditions in which its involvement in two colonial-style wars abroad has given it a far more prominent role in American political life. The Bush administration has worked to tear down any barriers to the use of the military in domestic repression. Thus, in the 2007 Pentagon spending bill it inserted a measure to amend the Posse Comitatus Act to clear the way for the domestic deployment of the military in the event of natural disaster, terrorist attack or other conditions in which the president determines that domestic violence has occurred to the extent that state officials cannot maintain public order. The provision granted the president sweeping new powers to impose martial law by declaring a public emergency for virtually any reason, allowing him to deploy troops anywhere in the US and to take control of state-based National Guard units without the consent of state governors in order to suppress public disorder. The provision was subsequently repealed by Congress as part of the 2008 military appropriations legislation, but the intent remains. Given the sweeping powers claimed by the White House in the name of the commander in chief in a global war on terror—powers to suspend habeas corpus, carry out wholesale domestic spying and conduct torture—there is no reason to believe it would respect legal restrictions against the use of military force at home. It is noteworthy that the deployment of US combat troops as an on-call federal response force for natural or manmade emergencies and disasters—in the words of the Army Times—coincides with the eruption of the greatest economic emergency and financial disaster since the Great Depression of the 1930s. Justified as a response to terrorist threats, the real source of the growing preparations for the use of US military force within America and the domestic mobilisation of the armed forces is a response by the US ruling establishment to the growing threat to political stability. Under conditions of deepening economic crisis, the unprecedented social chasm separating the countrys working people from the obscenely wealthy financial elite becomes unsustainable within the existing political framework.

History of Buffalo Soldiers
When Congress reorganized the peacetime regular army in the summer of 1866, it had taken the above situation into account. It also recognized the military merits of black soldiers by authorizing two segregated regiments of black cavalry, the Ninth United States Cavalry and the Tenth United States Cavalry and the 24th, 25th , 38th , 39th, 40th and 41st Infantry Regiments. US Army- Leadership
In the US Army, the Leadership Development Division is 100% committed to developing their civilians and soldiers. Looking at it from the civilian aspect, there has not been a huge investment -- for many years -- in funding to support the necessary development of the civilian core. Recently General Schumacher, Chief of Army Staff, and Secretary Harvey took a big spin on the importance of investing in the civilian core. When leaders step in and say, "it's important to develop our civilian leaders", they set the stage and environment to make this happen, and that alone sets the stage for the future of leadership development. Currently, the US Army is in the pilot year. While in FY07, they are issuing a 'first come, first serve' basis. For FY08, the Leadership Development Division modeled the system after a regular military system to designate the requirements, and to fill the seats using a quota system. Exactly like the military seats, it's a system that assigns quotas to the commands and from that, the training managers will determine who goes to the training; some commands may board while other may simply have an order of merit list. From that list, training managers target out the top candidates for the courses -- there are not enough seats to fill out the entire civilian core of 300,000 in one year. Right now, there is backlog with a great need for participation in the courses. In the long-term, there will still be a need, but those who have been on the waiting list will be taken care of first. For example, if you join the Army ranks as an intern, there are five levels of courses to go through: Foundation Course: comprised of 57 hours of online learning. Once an individual becomes a first-time supervisor after the Foundation course, he/she would then attend the Basic course. Basic Course: 2 weeks in resident with several hours of distributed learning. After several years, the hope is the civilian will have gained some experiences to be ready for the intermediate course, Intermediate Course: 3 weeks in length as a resident, and is about 90 hours of distributed learning. This is one of the longest distributed learning. Advanced Course: 4 weeks in resident and 50 hours in distributed learning. Apex Course: The Senior Service Schools is a 10-month course at the Carlisle Army War College. Individuals can also attend the Apex course in the distributed learning mode for 2 years, which results in a choice of going resident or non-resident. This course is highly competitive and board selected. Unlike the other courses, the Apex Course is strictly quota-based.

That is what the country's military build-up reveals, according to a leading journalist and political analyst from Geneva. Since the current regime took power, Georgian military spending has effectively increased by over forty times and now has the highest growth-rate of any country in the world. By Jason Cooper, 11/Nov/2007 TSKHINVALI (Tiraspol Times) - Despite not being at war with anyone, for the year 2007 the military budget of Georgia is showing the highest growth rate of any country in the world, with much of it being financed openly and directly by its key military partner, the United States. As a result, fears run high in Tskhinvali these days. The capital of the small Republic of South Ossetia is increasingly seen as the next target of Georgian military aggression, and many here worry that it is only a matter of time before enemy troops unleash an assault on the city. Some international analysts agree. Vicken Cheterian, a journalist and political analyst who works for the non-profit governance organization CIMERA, based in Geneva, says that "Georgia's military plans reveal its ambition to reclaim the territories of Abkhazia and South Ossetia it lost in the wars of the early 1990s." The journalist, who is a regular contributor to Le Monde Diplomatique, points out that since the "rose revolution" of 2003-04, Georgian military spending has effectively been increased by over forty times. The majority of Georgia's arms purchases are financed directly or indirectly from Washington. Salaries for Georgian soldiers have also repeatedly been paid for by American taxpayers. " - According to the official goal of joining NATO, Georgia needs to modernize its army, train its soldiers, and build facilities for them," he writes in an article entitled Georgia's arms race. "But observers in Tbilisi point that out patterns of spending suggest that Georgia has other projects apart from its NATO ambitions." U.S. money behind Georgian arms build-up According to Cheterian, the Georgian defence ministry announced in early May 2007 that it will sharply increase its current defence budget, from 513 to 957 million lari ($304m to $567m). This escalation follows an already impressive rise in defense spending since the "Rose revolution." This means that since the arrival to power of Mikheil Saakashvili, defence spending has continued on an upward spiral. The arms build-up is financed by the United States, he writes in the article which was published by OpenDemocracy. The money started flowing in 2002 when an eighteen-month "train and equip" program with a total budget of $64 million was started to modernize four infantry battalions and one mechanized company. " - The army also received significant training assistance as well as equipment from the United States military," he notes. "Georgia also received valuable equipment, such as ten UH-1 transportation helicopters from the US government. The value of the US military cooperation with the Georgian armed forces in 2007 is estimated at $34 million. As a result, some 16,000 troops are now considered trained by the US military." Most of the military build-up is concentrated against Abkhazia and South Ossetia. A modern, NATO-compatible barracks has just been built in Senaki in western Georgia not far from Abkhazia, and another one is under construction near Gori, a half-hour driving distance from Tskhinvali, the capital of South Ossetia. According to the report, each of these bases will have the capacity to house a brigade, with a troop-strength of 3,000. Peace in Peril Georgia's military plans have caused alarm among diplomats and others in the international community who prefer a peaceful coexistence of the various ethnic groups who inhabit the Caucasus region. " - The fact that the two new barracks are close to the conflict-zones of Abkhazia and South Ossetia has led to concerns among both the de-facto governments of those two regions and the international community that seeks a peaceful resolution to these conflicts," explains Vicken Cheterian. He also writes that there has been a continuous decrease of Russia's military presence parallel to the US-Georgian military cooperation. etc..

U.S. Congress passes Iraq War funding bill
Hello, I'm Rebecca Field in for Kristin Volk with a UPI top news update on this Friday, May 25, 2007. The U.S. Congress has passed the Iraq War funding bill. CNN reports the 120 billion dollar plan will support military operations in Iraq and Afghanistan through September. It does not give a timetable for U.S. troop withdrawal but does require the Iraqi government to meet political benchmarks in order to receive more aid from the U.S. The bill will now head to the White House where President Bush is expected to sign it off. U.S. aid has started arriving in Lebanon. CNN reports the military has sent several cargo planes filled with ammunition for the Lebanese to fight Islamic militants in Lebanon. The fighting continues near the city of Tripoli as the Lebanese army reportedly attempts to force the Fatah militants to surrender. U.S. officials say troops are just bringing supplies to the Lebanese and have no intention in joining in on the fighting. North Korea has reportedly fired several test missiles. A Japanese news agency says the country fired the missiles today towards the Sea of Japan. A South Korean news service says the arms test was part of a regular exercise. With North Korea's aims for nuclear weapons, the missile tests are always a concern. The country also had a series of tests last July. Rebel Shiite cleric Muqtada al-Sadr is back in Iraq. The Washington Post reports he's been in hiding in Iran since a U.S. security crackdown started in Baghdad in February. But his aides claim he's been in Iraq the whole time. Al-Sadr reportedly gave a sermon this morning in the city of Kufa where he reportedly received a warm welcome from his supporters.
