TV5 Monde feature on the film "The Dictator Hunter," by Dutch director Klaartje Quirijns, which explores the efforts of Reed Brody of Human Rights Watch to bring former president Hissène Habré of Chad to trial for killing thousands of his own countrymen in the 1980s. In "The Dictator Hunter," Quirijns follows Brody's quest, in concert with Souleymane Guengueng, a Chadian refugee now exiled in New York, to change the system in which dictators can literally get away with mass murder. In 2006, the government of Senegal -- where Habré has lived in exile since being overthrown -- agreed to an African Union request to put Habré on trial. "If you kill one person, you go to jail. If you kill 40 people, they put you in an insane asylum. But if you kill 40, 000 people, you get a comfortable exile with a bank account in another country, and that's what we want to change here," Reed Brody, Human Rights Watch He hunts dictators for a living as a lawyer for Human Rights Watch. For seven years, Brody has been chasing one former dictator in particular: Hissène Habré, the former leader of Chad, who is charged with killing thousands of his own countrymen in the 1980s. Now Habré lives in Senegal where Brody is attempting to have him brought to trial or extradited. Director Klaartje Quirijns has a keen instinct for exploring international politics through the eyes of memorable characters. Her previous film The Brooklyn Connection tells one man's story of building a guerrilla army. He did it by buying high-powered sniper rifles weapons that are legally purchased in the US. In The Dictator Hunter we follow Brody over the course of two suspenseful years as he travels through Africa, Europe and the United States. He conducts diplomacy like the chess games he plays with his son. But in his work, the chess pieces are politicians, journalists and judges that Brody positions against his opponent. The Dictator Hunter shows what it takes for one man to break the cycle of impunity... Georgia and Russia Square Off at the Hague
ANCHOR: We have an update on the conflict between Georgia and Russia. Today Russia and Georgia are engaged in a war of words at the International Court of Justice in the Hague. Georgia claims more than 400,000 of its citizens have been forcibly driven from their homes since 1991 by a Russian-backed campaign of violence and intimidation. Now, in an emergency three-day hearing, the International Court of Justice is expected to give a provisional order or injunction if it decides it has jurisdiction to hear the case. STORY: Georgia was to seek a ruling from the U.N's highest court in the Hague today, ordering Russia to stop what it claims are human rights violations against ethnic Georgians in the breakaway provinces of South Ossetia and Abkhazia. Georgia will also ask that Russia allow the safe return home of Georgian refugees displaced by violence. The United Nations programme UNOSAT recently released satellite images and photographs allegedly showing the looting and torching of scores of ethnic Georgian homes in South Ossetia. Reed Brody of Humans Rights Watch says researchers at his organization had witnessed the burning of houses. [Reed Brody, Human Rights Watch]: "Well, our researchers on the ground saw the houses of ethnic Georgians burning in South Ossetia and now we have the satellite photos showing the widespread torching and burning of ethnic Georgian homes in South Ossetia. At least five villages in which virtually all of the ethnic Georgian homes were either totally or partially burned to the ground." Cases heard by the court sometimes take years to resolve, but Georgia's ambassador to the Netherlands said she was hoping for a swift decision. [Dr. Maia Panjikidze, Georgian Agent in the Court]: "You know I think that weare very strong in our position and that's why we think that it will be useful for the situation in Georgia to appeal to the court now."
