Outside candidates will not mete out justice to the people
Scholars are of the view that justice will not be meted out to the people of the Provinces due to candidates contesting the Provincial Councils being voters of other regions. Prof. Laksiri Fernando of the Colombo University said the Provincial Councils are meant to allow the voters to elect leaders known to them from the region. There is nothing legal against it although the intelligence of such an act is questionable. Under these circumstances outsiders contesting in local government polls is a controversial. If outsiders are contesting in Provincial polls it is also controversial although it is legally permitted. Elections Commissioner Dayananda Dishanayake at a recent media briefing said it is more suitable if candidates of the same Province contest the elections. His view was that the people of the Province will not benefit if an outsider not registered in the region contested as a candidate. It is not the same with Parliament as it is of the national level. Meanwhile, Minister Dulles Alahapperuma told journalists recently that they are concerned the United National Party which claimed that people of the province should enjoy the power of the area, was belittling the Provincial Council system. The UNP has rejected the Provincial Council concept which was one of their creations. The candidate contesting should be drawn from the area under the Provincial Council and local government regulations. He opined that fielding candidates from Colombo has impacted the election law and is an ignorant political act.

Senator Inyumba discussed her experiences in Rwanda's Parliament, working for peace in the aftermath of genocide. She has been named as one of the 21 Leaders of the 21st Century and was recently honored at the Women for Women Gala in New York City. About the Speaker A senator in Rwanda's Parliament, Aloisea Inyumba is a member of the Senate's Committee on Political Affairs and Good Governance. There she is responsible for monitoring the implementation of decentralization programs, the adherence of political parties to the fundamental laws of the nation, and the implementation of Gacaca, a participatory justice mechanism being used to address crimes of genocide. Until 2004, Senator Inyumba served as governor of Kigali-Ngali Province, responsible for policy coordination and implementation at the provincial level. She is a former commissioner and the executive secretary of Rwanda's Unity and Reconciliation Commission, where she organized and oversaw national public debates promoting reconciliation between Hutus and Tutsis in post-genocide Rwanda. Immediately following the 1994 genocide, Senator Inyumba was the first Minister of Family, Gender, and Social Affairs. She managed the aftermath of the genocide by overseeing the burial of the dead, the resettlement of refugees, and by directing a national adoption campaign that reduced the number of genocide orphans in Rwanda from 500,000 to 4,000. She later helped to establish a national women's network to adjudicate family and property issues resulting from the genocide that exist today, and she continues to play an important role in representing women's voices to local government throughout Rwanda. Senator Inyumba holds an Honors Degree (1988) in Social Work and Social Administration from Makerere University in Uganda, and an honorary doctorate from La Roche College in the United States. She serves as a member of the board of Women for Women International, the Institute of Research and Dialogue for Peace, and Ruhuka, a non-governmental organization that provides trauma counseling.
International monitors claim the East poll was free and fair
Representatives of the Asian Elections Federation have said that the Eastern Provincial election had been conducted in a free and fair manner and with transparency. Foreign monitors carried out their work on election day and the day before polls in all three Districts of the Province. The group comprised 17 monitors from 10 Asian countries. They emphasised that no pre-election or post-election violence had been reported from the region. The Foreign Monitors were addressing a media conference at the Galadari Hotel in Colombo. Head of the Monitoring Group Ming Hua Sai, Teresita De Liyako Flores and General Ayub Azil addressed the journalists. They said they were satisfied that a peaceful and democratic election had been held in the East, which was earlier a war zone. They expressed their gratitude to the Election Commissioner for his untiring efforts in this respect. Senior Advisor in Philippines Teresita De Liyako Flores said they are actually satisfied over the situation that prevailed in the East. The poll was conducted peacefully and in a systematic manner. It was very clear to them that the election was free and fair due to the monitoring of areas in Batticaloa where less civilians lived. Deputy Chairman of the Afghan Election Commission General Ayub Azil said they had no complaints to be made on the poll. It was a beautiful day the election was held. There were no incidents during polling. The election was transparent. Commissioner of the Asian Election Monitoring Federation Ming Hua Sai said several organisations including PAFFREL monitored the election and in general it was held peacefully.

After serving as Special Assistant to the Attorney General of Manitoba, Judge Sinclair attended the Universities of Winnipeg and Manitoba and, in 1979, graduated from the Faculty of Law at the University of Manitoba. He was awarded the A. J. Christie Prize in Civil Litigation in his second year of law and articled with a law firm in his home town of Selkirk, Manitoba. He was called to the Manitoba Bar in 1980. In the course of his legal practice, Judge Sinclair practiced primarily in the fields of Civil and Criminal Litigation and Aboriginal Law. He represented a cross section of clients but by the time of his appointment, was known for his representation of Aboriginal people and his knowledge of Aboriginal legal issues. Shortly after his appointment as Associate Chief Judge of the Provincial Court of Manitoba in 1988, Judge Sinclair was also appointed as Co-Commissioner, along with Court of Queen's Bench Associate Chief Justice A. A victory for government for staging free and fair polls
Minister Nimal Siripala de Silva is of the view that it is a great victory for the government for its ability to stage a free and fair poll in the East.He told the media that the allegations levelled by the UNP on the poll are baseless and unfounded. The Minister observed that before the election Lakshman Kiriella and Ravi Karunanayake told Parliament that the government would never win. They presented the voter base and described them as UNP areas, where the Freedom Alliance does not stand a chance. Today the Tamil, Muslim and Sinhala communities have rallied round the Alliance. The Elections Commissioner could nullify the polling in a booth under the powers vested in him by the Provincial Council Elections Act, after obtaining a report about any irregularities and if the voters were unable to cast their ballot. None of the UNP complaints had the ability to disqualify polling at any booth. Minister Nimal Siripala said the election was therefore legal. Any footage depicting malpractices at polling booths, assaults, or supporters of the Pillayan Group bearing weapons, could be submitted.
The poll is a step towards democratic administration PAFFREL
PAFFREL has described the Eastern Provincial Election as an important step in democratic administration. Its Executive Director Kingsley Rodrigo attributed the disputable situation to the arrival of UNP stalwarts for campaigning in the province. Mr. Rodrigo pointed out that the Eastern Election was very positive and the Elections Commissioner and officials discharged an outstanding task. 18 political parties were in the fray. No shooting incidents and killings were reported on polling day. He said very powerful MPs and activists of the UNP and the Muslim Congress were engaged in campaigning. It was they who created problems at the last moment. They were involved in the 61 incidents that had been reported.
