'Lynton Keith Caldwell' (d. August 15, 2006), was an American political scientist, and the Arthur F. Bentley Professor Emeritus of Political Science at Indiana University Bloomington, where he retired in 1984.
Caldwell, whose production comprises ten books and more than 200 scholarly articles, has been credited with initiating environmental policy studies with his 1963 article "Environment: A New Focus for Public Policy?" which was published in ''Public Administration Review''. He was the originator of the environmental impact statement in the 1969 National Environmental Policy Act. His 1976 publication of "Novus Ordo Seclorum: The Heritage of American Public Administration" published in ''Public Administration Review'' was a defining paper in the modern history of public administration.
In the spring of 1991 Caldwell was named recipient of a United Nations Global 500 Award for his achievements in protecting and enhancing the planet's environment and natural resources. Caldwell is a Fellow of the Royal Society of Arts, and has been elected an honorary member of the International Association for Impact Assessment.
He died in Bloomington, Indiana, at age 92.
