A persistent man who would do anything to get what he wants, Cutter insisted on being on the Joe Team when he found out they did not have a representative from the US Coast Guard. The "B" on his ballcap is believed to be representative of the Boston Red Sox MLB team, often known as the underdog.Cutter's first appearance was as the operator of the GIJOE Killer W.H.A.L.E. hovercraft. He made several appearances in both cartoon and comic form. Cutter later became part of the G.I. JOE D.E.F., and using his USCG training he aided his fellow teammates in taking down the evil and dangerous Headman's Headhunter drug running paramilitary force.
