Bowman (born 1934) was the former Director of Advanced Space Programs Development for the U.S. Air Force in the Ford and Carter administrations, and a former United States Air Force Lieutenant Colonel with 101 combat missions. He holds a Ph.D. in Aeronautics and Nuclear Engineering from the California Institute of Technology. Despite his involvement with space programs and defense, he emerged as an early public critic of the Strategic Defense Initiative (SDI, also aka "Star Wars") during the Ronald Reagan administration. On The MacNeil-Lehrer News Hour, he called it "the ultimate military lunacy, easily overwhelmed and vulnerable".[3] Bowman founded the Institute for Space and Security Studies, and its publication Space & Security News (1983) (ISSN 1071-2569), and authored two books on the subject of SDI. He is also a critic of an outgrowth of the SDI program, the Bush administration's proposed National Missile Defense.[4] For several years he has been active with Veterans for Peace and Vietnam Veterans Against the War as a speaker.[5][6][7] He had also been a member of the Peace Commission of the Episcopal Diocese of Washington.[8] In 1998, Project Censored cited Bowman's article "Our Continuing War Against Iraq," in the May 1998 issue of Space and Security News as one of the few (along with Bill Blum of the San Francisco Bay Guardian and Dennis Bernstein) covering what they deemed the fifth most censored story, "U.S. Weapons of Mass Destruction Linked to the Deaths of Half a Million Children."[9] The WMDs referred to are the biological samples sent to Iraq from the United States up to 1989, and use of depleted uranium during the Gulf War. He is a member of Scholars for 9/11 Truth, founded in January 2006 by James H. Fetzer. Because of the beliefs Bowman holds regarding U.S. complicity in the September 11, 2001 attacks, he is also part of the movement to impeach George W. Bush. ![]() | CCMRF Troops Inside US -NorthCom Denies Role CCMRF Troops inside US -NorthCom Denies Role In a barely noticed development last week, the Army stationed an active unit inside the United States. The Infantry Divisions 1st Brigade Team is back from Iraq, now training for domestic operations under the control of US Army North, the Army service component of Northern Command. The unit will serve as an on-call federal response for large-scale emergencies and disasters. Its being called the Consequence Management Response Force, CCMRF, or sea-smurf for short. Its the first time an active unit has been given a dedicated assignment to USNORTHCOM, which was itself formed in October 2002 to provide command and control of Department of Defense homeland defense efforts. An initial news report in the Army Times newspaper last month noted, in addition to emergency response, the force may be called upon to help with civil unrest and crowd control. The Army Times has since appended a clarification, and a September 30th press release from the Northern Command states: This response force will not be called upon to help with law enforcement, civil disturbance or crowd control." When Democracy Now! spoke to Air Force Lieutenant Colonel Jamie Goodpaster, a public affairs officer for NORTHCOM, she said the force would have weapons stored in containers on site, as well as access to tanks, but the decision to use weapons would be made at a far higher level, perhaps by Secretary of Defense, SECDEF. It's a scalable force. Again, it's designed to come in as part of a federal requirement given the need of a local or state agency that could not meet some gap in capabilities. And one of -- the advent of CBRNE response force -- what kind of makes it new, although its been around for a couple of years, is that it soon will be assigned directly to US-NORTHCOM, kind of enhancing our ability to ensure its readiness and shorten the lines of command, should we have to utilize this force. It's a sacred day to all war veterans: None need to be reminded of the reason that Memorial Day must be commemorated. But what about the general public, and more important, future generations? Do most non-veterans really recognize the importance of the day honoring their fellow Americans killed in war? Judging from what Memorial Day has become—simply another day off from work—the answer is a resounding no. Perhaps a reminder is due, then. And it is the duty of each and every veteran to relay the message. Sacrifice is meaningless without remembrance. America's collective consciousness demands that all citizens recall and be aware of the deaths of their fellow countrymen during wartime. Far too often, the nation as a whole takes for granted the freedoms all Americans enjoy. Those freedoms were paid for with the lives of others few of us actually knew. That's why they are all collectively remembered on one special day. This should be regarded as a civic obligation. For this is a national debt that can only be truly repaid by individual Americans. By honoring the nation's war dead, we preserve their memory and thus their service and sacrifice in the memories of future generations. They came from all walks of life and regions of the country. But they all had one thing in common—love of and loyalty to country. This bond cemented ties between them in times of trials, allowing a diverse lot of Americans to achieve monumental ends. We remember the loss of loved ones, a sense of loss that takes group form. In essence, America is commemorating those who made the greatest sacrifice possible—giving one's own life on behalf of others. Means of paying tribute vary. Pausing for a few moments of personal silence is available to everyone. Attending commemorative ceremonies is the most visible way of demonstrating remembrance: Placing flags at gravesites, marching in parades, sponsoring patriotic programs, dedicating memorials and wearing Buddy Poppies are examples. Whether done individually or collectively, it is the thought that counts. Personal as well as public acts of remembering are the ideal. Public displays of patriotism are essential if the notion of remembering war dead is to be instilled in youth. As America's older war veterans fast disappear from society's landscape, there are fewer and fewer standard-bearers left to carry the torch of remembrance. Such traditions will live on only if there is a vibrant movement to which that torch can be passed. Now, more than in recent years, the enduring relevance of Memorial Day should be clearly evident. With two wars under way, the public has no excuse not to remember. This much is owed to the more than 4,500 Americans who have died thus far in Afghanistan and Iraq.
