The story centers around a good guy-turned-gangster named Ballu (Sanjay Dutt) and his run from the law, particularly Inspector Ram (Jackie Shroff). Initially, Ballu is captured and sent to a high security prison, in which he first meets Inspector Ram and his eccentric jailor/possible relative in-law Ishwar Pandey (Anupam Kher). Ballu scares the jailor initially by giving a set time and date in which he will break out without anyone knowing, but proves to be false. Meanwhile, Ram develops his love for his love interest, Ganga (Madhuri Dixit), who, too, is also a jailor for the women prisoners. In the midst of all this, the police is caught off-guard when Ballu breaks out of jail and tries to return to his mentor/gang leader Roshi Mahanta. Inspector Ram pursues him, leaving Ganga all by her self. She vows to help her future fiance and catch him by becoming a dancer. In disguise, he visits the same bar that she is dancing in and takes an interest in her. She comes with them willingly and they travel their way, not realizing that she is part of the police. In many instances, Ram encounters Ballu, but he manages to get away from him. Ganga, after staying with him for many weeks, begins to see the good in Ballu and sees how he became what he is now. She begins to respect him, but Ballu takes this as sign of love for Ganga. She refuses her love and he becomes angry. He escapes Ram once again and goes back to the village where he grew up and where his mother lives, Aarti Prasad (Rakhee Gulzar). She sees him and is overwhelmed with emotion after seeing his son after many years. However, Ram manages to find him and finds out that they were once classmates in the same school and lived in the same village at one time. He sees this as a betrayal from his mother and he leaves for Roshi. During his escape, Ganga tries to save him by not letting the police shoot at him, therefore, committing treason and being sent to jail. Ballu meets with Roshi, but wants his mother to be with him. Ballu discovers a plot that will change him forever. Will it lead him to become a good human again? Will Ram ever catch Ballu, and discover his past? Will Roshi be successful in his plot against Ballu and possibly the police..?
