'Hulun Buir' (; Chinese: '呼伦贝尔'; Pinyin: 'Hūlúnbèi'ěr') is a prefecture-level city in northeastern Inner Mongolia. Hulun Buir is the name of the entire region; its center is Hailar district.
Until October 10, 2001, Hulun Buir was a league. The area is 263,953 km² and 2.710 million in 2004 (in 2003, the population was 2.697 million), while the gross domestic product was RMB 21.326 billion. The area of Hulun Buir city is actually bigger than many Chinese provinces, and Hulun Buir is recognised as the largest city in the world by area.
Major scenic features are the high steppes of the Hulun Buir grasslands, the Hulun and Buir lakes (the latter partially in Mongolia), and the Khingan range. Hulun Buir borders Russia, Mongolia, Heilongjiang province and Hinggan League.

Hulunbuir is divided into one district, five county-level cities, and seven banners:

Hailar District (海拉尔区 - Hǎilā'ěr Qū), 1,440 km², 260,000 inhabitants (2004), Hulun Buir's administrative center;

Manzhouli City (满洲里市 - Mǎnzhōulǐ Shì), 696 km², 160,000 inhabitants (2004);

Zhalantun City (扎兰屯市 - Zhālántún Shì), 16,800 km², 440,000 inhabitants (2004);

Yakeshi City (牙克石市 - Yákèshí Shì), 27,590 km², 400,000 inhabitants (2004);

Genhe City (根河市 - Gēnhé Shì), 19,659 km², 170,000 inhabitants (2004);

Ergun City (额尔古纳市 - É'ěrgǔnà Shì), 28,000 km², 90,000 inhabitants (2004);

Arun Banner (阿荣旗 - Āróng Qí), 12,063 km², 320,000 inhabitants (2004), administrative center: Naji (那吉镇);

New Barga Right Banner (新巴尔虎右旗 - Xīnbā'ěrhǔ Yòu Qí), 25,102 km², 30,000 inhabitants (2004), administrative center: Altan Emel (阿拉坦额莫勒镇);

New Barga Left Banner (新巴尔虎左旗 - Xīnbā'ěrhǔ Zuǒ Qí), 22,000 km², 40,000 inhabitants (2004), administrative center: Amgulang (阿穆古郎镇);

Old Barga Banner (陈巴尔虎旗 - Chénbā'ěrhǔ Qí), 21,192 km², 60,000 inhabitants (2004), administrative center: Bayan Hure (巴彦库仁镇);

Oroqen Autonomous Banner (鄂伦春自治旗 - Èlúnchūn Zìzhìqí), 59,800 km², 280,000 inhabitants (2004), administrative center: Alihe (阿里河镇);

Evenk Autonomous Banner (鄂温克族自治旗 - Èwēnkèzú Zìzhìqí), 19,111 km², 140,000 inhabitants (2004), administrative center: Bayan Tohoi (巴彦托海镇);

Morin Dawa Daur Autonomous Banner (莫利达瓦达斡尔族自治旗 - Mòlìdáwǎ Dáwò'ěrzú Zìzhìqí), 10,500 km², 320,000 inhabitants (2004), administrative center: Nirgi (尼尔基镇).
