'Hong Kong Basic Law Article 45' () is a
controversial article in the
Basic Law (constitution) of
Hong Kong. It states that the
chief executive should be chosen by
universal suffrage as an eventual goal. Its speedy implementation is advocated by the
Basic Law Article 45 Concern Group.
The controversy exists due to the law stipulates that the election should move towards universal suffrage in accordance with the principle of gradual and orderly progress. Different camps interpret "gradual and orderly" differently, with the pro-government camp interpret this as up to 49 years and the pro-democratic camp interpret this to as little as 10 years starting from the
2007 Chief Executive election.
