'Hailar' (海拉尔; pinyin: Hǎilā'ěr) is a city in Inner Mongolia Autonomous Region, People's Republic of China. Administratively speaking, it is a district of Hulunbuir prefecture-level city, and the capital of that prefecture-level city. In reality, Hailar is the urban area, with Hulunbuir being the wider geographical region that contains the urban area. It is served by the Hailar Airport, which has direct flights to Beijing and Hohhot.

Hailar was founded as a Chinese fort in 1734, and during the administration of the Republic of China it was the capital city of Xing'an Province. It is a center of agricultural production on the Chinese Eastern RR. Once known as Hulun, Hailar is comprised of two areas. The old section, (founded in 1734) reflects traditional Chinese elements. The newer section is a modern industrial zone.
