Mystery Creature - Thylacine??
Could be best evidence yet of the existence of the Tasmanian Tiger. The last known wild Thylacine to be killed was shot in 1930, by farmer Wilf Batty in Mawbanna, in the North East of the state. The animal (believed to be a male) had been seen round Batty's hen houses for several weeks. The last Thylacine, later referred to as Benjamin[f] (although its gender has never been confirmed) was captured in 1933 and sent to the Hobart Zoo where it lived for three years. It died on 7 September 1936 (now known as National Threatened Species Day in Australia).It is believed to have died as the result of neglect — locked out of its sheltered sleeping quarters, it was exposed to a rare occurrence of extreme Tasmanian weather: baking heat in the day and freezing temperatures at night. One of the few existing films of a Thylacine, 62 seconds of black-and-white footage of Benjamin pacing backwards and forwards in its enclosure, was taken in 1933. Although there had been a conservation movement pressing for the Thylacine's protection since 1901, driven in part by the increasing difficulty in obtaining specimens for overseas collections, political difficulties prevented any form of protection coming into force until 1936. Official protection of the species by the Tasmanian government was introduced on 14 July 1936, 59 days before the last known specimen died in captivity. The results of subsequent searches indicated a strong possibility of the survival of the species in Tasmania into the 1960s. Searches by Dr. Eric Guiler and David Fleay in the north-west of Tasmania found footprints and scats that may have belonged to the animal, heard vocalisations matching the description of those of the Thylacine, and collected anecdotal evidence from people reported to have sighted the animal. Despite the searches, no conclusive evidence was found to point to its continued existence in the wild. The Thylacine held the status of "endangered species" until 1986. International standards state that any animal for which no specimens have been recorded for 50 years is to be declared extinct. Since no definitive proof of the Thylacine's existence had been found since Benjamin died in 1936, it now met that official criterion and was declared officially extinct by the IUCN. The Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES) is more cautious, listing it as "possibly extinct".
Building consents fall
The number of consents issued for new houses and apartments fell 10.4% in February from a year ago to 1,874 dwelling units. However the total value of the houses being built with those consents actually rose 0.7% from a year ago to NZ$501 million. That shows the costs of building new homes and apartments is rising fast. In February the average cost per square metre was NZ$1339.5, up 7.9% from a year ago and 12% from two years ago. Essentially the cost of building a house is rising at least twice as fast as inflation overall. That also doesn't take into account land price inflation, which has been fast in the last 5 years. Overall, housing consents have been on a downward trend since early 2004 and then accelerated after April 2005 when tougher rules on building consents and higher costs for getting consents through were imposed in the wake of the leaky building crisis. They are currently running at around 1,800 consents per month, wheras they were running around 2,600 through 2003 and up until early 2004. The new regulations came into force in April 2005. As this chart on the left shows, the price per square metre spiked around a third from around NZ$1,000 a square metre in mid 2004 to NZ$1339 per square metre now. The blip up around the time of the new Building Act coming into force in early 2005 is clear. Meanwhile, building consents have fallen around a third since then. The final result is that the total value of the houses being built has been virtually flat since then. The dwindling number of new houses being built is one of the factors that drove house prices up by more than two thirds in the last five years.

France - It was in 1936 that the Luftwaffe overtook the French air force in terms of both quality and quantity. When the French premier visited London in November 1937, the British Prime Minister taxed him about the lamentable state of the French air force. A few months later, General Vullemin, France's Chief of Air Staff, warned the government that in a war the French air force would be destroyed in a few days. He kept up these warnings throughout the year, especially after a visit to Germany in 1938 from which he returned very impressed by the strength of the Luftwaffe (as he had been meant to be), When Daladier set off for Munich he was armed with a letter from Vuillemin warning him that France had no air force. Urgent improvements were obviously needed, and so in March 1938 the government decided to, give priority to air rearmament. In that year for the first time the Air Ministry took the largest proportion, of arms spending (42 per cent.) A new plan (Plan V) aimed nearly to double existing production, with the majority of (41 per cent) new planes being fighters and 34 per cent of them bombers. This change in priorities occurred largely because fighters were faster and cheaper to build (and because it was known that the British had bombers). But it was also the case that the French air force was moving away from its doctrinaire commitment to strategic bombing, and becoming more open to the idea of air--army cooperation. French observers had noted the effective way in which the German air force had been able to support land operations in the Spanish Civil War. The French air force, however, was slow to translate this into new operational doctrines. For example, nothing was done to produce dive bombers, which had been used in Spain to support offensive operations by ground troops. When the French air force thought in terms of cooperation with the army, its perspective was defensive: producing fighters to deny French air space to enemy aircraft. England - By Spring 1938, not a single production Spitfire, Wellington, Hampden, Bristol Beaufort, Boulton-Paul Defiant, Blackburn Skua or Westland Lysander were yet available to the RAF service units. The Blenheim, the Hurricane and the Whitley were only just coming into service.So even if industry had met its quota, there was no reason for the Air Ministry to rest satisfied. The programme was only just sufficient to enable the country to meet the German menace as it appeared at the beginning of 1936 and to match the plans of the Luftwaffe as they were known at that time. But in the meantime both the urgency of the German menace and German armament in the air had greatly grown. Throughout 1936, 1937 and 1938 the international situation moved towards a crisis by a series of successive stages: the occupations of the Rhineland, the Anschluss of Austria and the beginning of the Sudetenland agitation. All through this period Germany rearmed in the air at a constantly rising rate. At each sign of international trouble Germany's strength in the air had to be reassessed, and the Air Council kept putting forward demands for corresponding increases in the scale of British expansion. On the positive side, the RAF was the first to overcome the purely financial limits to its expansion, and its rate of growth was higher than that of the other Services. At frequent intervals between 1934 and 1939 the Air Staff assessed the German position more or less accurately and uttered warnings more or less audibly. The effect of the warnings on the Government was to make it well aware of the crucial importance of the air arm. Indeed, as time went on, the dangers of air attack and the overwhelming importance of air defence appeared if anything greater than the war was to prove them to be.

Harman loses touch with reality , taking to the streets in a flak jacket , after introducing new laws to fine and criminalise the ordinary people of the UK. The Government is out of control and we the sheep will continue to pay. Ms Harman took to the streets of Peckham, south London, at 9am on Monday surrounded by several police officers wearing a kevlar-reinforced jacket. She claimed that she had only done so to be polite, because all the officers were wearing them. Lol. However the picture has annoyed some of her constituents, while Opposition leaders seized on the picture to prove Labour's poor law and order record has made the capital one of the most dangerous cities in the world. Resident Beatrice Smith, 63, said despite regular trouble on some of the neighbourhood's estates, locals were never issued stab vests. "There were two stabbings nearby earlier today, and I'd rather see her spending time sorting the crime problem out than posing in such a ridiculous outfit," she said. Meanwhile the attack on common sense , business , individuals and freedom of expression continues unabated. Small businesses have reacted angrily to this weekend's introduction of new anti-sexual harassment rules which were laid down in Parliament only two weeks ago. On 14 March women and equalities minister Harriet Harman used a statutory instrument that does not require a debate in Parliament to introduce the rules which impose on employers a duty of care to protect staff from sexual harassment by customers and suppliers. Tribunals will be able to award employees who successfully win cases uncapped amounts of compensation. The regulation is one of several coming into force on 6 April, the first of the year's so-called common commencement dates for the introduction of new rules. However, while other changes have been publicised, the sexual harassment law has received little promotion despite an assessment from the Government Equalities Office showing that complying to the rules will cost micro and small firms £10m. At the time of writing, for example, the regulation update page on the website of Business Link, the government's main source of business advice, did not list the changes. Phil McCabe, spokesperson for the Forum of Private Business, criticised the short notice and called for the law's implementation to be delayed. "While it is important to protect employees," he told BusinessZone.co.uk, "if an extra burden in terms of administration and potential costs that might be incurred through fines is created then businesses need to be made aware as a matter of priority. "The best scenario would be delaying it in order to better inform and give support to smaller businesses, perhaps until October's common commencement date." Reacting to the criticism, a spokesperson for Harriet Harman claimed the time frame given for the rule changes was "perfectly normal" adding that "it more than meets all the requirements and has definitely not been shortened". Total disdain towards us , and accountable to no one. She just doesn't care.

I miss playing her. This is the very first Mugen character I ever played, Sayuri Kurata from Kanon and Eternal Fighter Zero. I haven't played her anymore recently until now eversince I was busy picking up on other characters and almost forgot about her. I decided to pick up on her again and give her a go. In fact I decided to initiate her into my team after practicing and reaquainting myself with Sayuri again. In order to pass as a team member she must take a test by taking on one of the best enforcers in the team, Baby Bonnie Hood. Not only is Sayuri taking on Baby Bonnie Hood but she will take on BBH's most powerful form, her Golden form where her power is doubled in this form, making her much more dangerous than before. Coming from a flight the two will duke it out in the airport. Will Sayuri pass the test?
