CALLICLES
'Callicles' (Greek: Καλλικλης) was an Athenian, purportedly a sophist, of Ancient Greece. He is said, in Plato’s dialogue Gorgias (483b – 484c; 488b – 492d), to have claimed that laws are established by the weaker people in society, in order to limit the power of the stronger, which is, according to him, in contrast to a natural state of affairs.
