BOROUGH (PENNSYLVANIA)
In the U.S. state of Pennsylvania, boroughs are a form of local government, a subdivision of a county. As of August 2005 there were 961 boroughs in the state.[1]
A borough is a self-governing municipal entity that is smaller than a city, usually a small town; almost all areas of Pennsylvania are governed either as boroughs, cities, or townships (areas not incorporated as a borough or city). (The only exceptions to this are Bloomsburg and McCandless, which were both incorporated as "towns" rather than boroughs.)
