The 'Act of Union and Security' was proposed by king
Gustav III of Sweden to the assembled
Estates of the Realm during the
Riksdag of
1789. It was a document, adding to the
Swedish Constitution of 1772 new provisions and
divisions of power. The King strengthened his grip on power, while at the same time riding on a popular wave that also meant the decrease in aristocratic power.
Some of the changes included:
★ Only the king could propose new laws.
★ The Council of State was banished, and the king could choose as many councilors as he pleased (or none).
★ Tax policy was still vested in the Riksdag.
★ The judicial functions of the Council of State is now vested in the newly established
Högsta Domstolen (The Supreme Court).
